A Letter to All People in Hebei

On Feb. 20, 2020,  Hebei Provincial Center for Disease Control and Prevention issued a Letter to All the People in Hebei. Below is the English translation for the complete text. 

Dear folks and friends, 

In the past weeks, we have been kept by the ravaging coronavirus away from family reunions and celebrations that would otherwise have filled the Spring Festival holiday. 

Thanks to the strong control measures taken by governments at all levels, the hard work of medical and health workers across the country and the concerted efforts of the whole nation under the strong Party and government leadership, as of February 17, we had seen decline in new cases for 14 consecutive days in 30 provincial-level administrative regions and Xinjiang Production and Construction Corps, excluding Hubei, and cured and discharged more than 1,000 coronavirus patients every day for six consecutive days nationwide. Seeing that the epidemic situation is turning for better and many companies are resuming production and business, many people are letting their guard down and thinking about visiting friends and relatives and dining out in groups, and they might have done so. 

That’s why we are writing to seriously urge you to keep in mind the tragic and unimaginable price we have paid to go this far. Following the lockdown of Wuhan from 10 am of January 13, 31 provincial-level administrative regions across the country have activated the first-level response to major public health emergencies, disrupting the life of all. The Spring Festival holiday was extended, the return to work and school postponed. All seems to grind to a halt except for the medical and health institutions fighting the virus on the front line, the factories whose machines run day and night to produce most-needed medical protective supplies, and the service sectors that are opening doors every day to meet our daily essential needs. 

We must be aware that the whole situation is still grim: new cases are reported every day, and the close contacts of each case are to be found out and if identified, it might take days or even a 14-day quarantine period to be sure whether they are infected. As more and more people are traveling back to work, we have entered a critical period of prevention and control, and allow no lax attitude or chance. 

Recently some cluster cases have been reported in some areas, which sounds the alarm for us: it is not the time for complacency. Do not ruin the efforts of numerous people on the spur of the moment. Dr. Zhong Nanshan already gives the warning: if everyone thinks he has the favor of chance and goes out, then the battle will be lengthened. How could we ruin what we have achieved so far and the sacrifice the medical workers are making on the frontline simply out of boredom? It takes every one of us, not just the medical workers, to win this battle. The longer we hole ourselves up, the sooner the virus will disappear. 

In this extraordinary period, we understand that some people are getting bored while holing up, some have lost job and income, and some are losing money for their business is shut… But all this pales in comparison to what the people in Wuhan and Hubei are going through. Their suffering is unimaginable and they face a much tougher lockdown than us. We are simply asking you to stay at home and isolated from others for a little longer, not forever. Please cherish what we have achieved, be content with what we have, and restrain yourself. Do not go out or gather or dine in crowds unless you have very good reason to do so, such as work. If you have already returned to work, please do protect yourself thoroughly per government requirements. Do not play it with your health and life or ruin the efforts of numerous people. Hang on there, and the victory will be ours!

We believe that when the spring warms and blossoms, we will be able to go out to the flowery streets and greet each other with an easy mind as life returns to normal. But before that, please wait patiently.
